Cosplayers love having their pictures taken. Period, end of story. Ask politely, give them time to put down their belongings and get into a pose, and then shoot away!

99% of cosplayers will be fine if you ask for their picture.

As a side note, don't do this. I, personally, don't take pictures with people holding those annoying signs and I'm grateful that they're being phased out of the convention scene.

I always thought that signs like this and the "FREE HUGS" signs weren't allowed because, technically, it counts as solicitation.

Cosplayers want their photos taken, if not, at least they will expect it. Just try not to bother them when they look busy, when they're eating, or maybe don't have their wig with them or something.
Also try to look friendly, and smile, and thank them politely.
I took a lot of photos of people during San Japan 3 and 4, and they were all really nice about it.
