the reason behind the Wynaut and Wobbufett banning is because their move list can be cheap. Shadow tag, counter, reflect, mirror coat, etc. Whenever they are used they are damn near impossible to beat. But pretty much the Uber list from Smogon will be the new ban list. I will send the updated list to mr. 12345 when i have a chance.

That isn't true at all. Wobbuffet is BARELY used in OU, which is why he is BL and not OU. Taunt literally ruins Wobbuffet, and anybody with a boost (SD, NP, CM, etc) can overcome him, even if he uses Encore. Wynaut would be MURDERED in OU. If you're going to ban Wobbuffet, might as well ban Dugtrio and Trapinch.
In short, don't ban them. Wobbuffet is not nearly as good as he used to be. No Pokemon in today's game is "near impossible" to beat. The closest thing to that is Deoxys-D, who is, also, hardly used in the OU at all.
I don't know how many people you'll get in the tourney, nor do I know how many of them will be of any concern, but, as a competitive player, Wobbuffet is not even a threat on the map. Politoed, Scizor, Ferrothorn, Dragonite, these are all Pokemon that pose much more of a realistic threat to the metagame, and they aren't in need of any ban or anything like that.

For Pokemon, I would say 'Level 50 or lower' would be reasonable. I mean, does someone have a super advantage if their level is lower than 50? ;s
As long as everyone knows that can be up to level 50, or may face up to level 50, there shouldn't be an issue. Lol.

I just doesn't seem to make sense I don't think I have one pokemon I intend on using under 50 and I know plenty of people in similar situations. If you play enough pokemon to be interested in a tournament one would assume you would have pokemon you like using and there for have trained them.
